Core Requirements
It starts with a valid land deed and an approved site survey, along with architectural and structural drawings that conform to the Saudi Building Code (SBC) and the requirements for commercial use, in addition to supplementary studies that may include traffic and civil defence depending on the type and size of the activity.
Licensing Steps
The drawings, approved by a licensed engineering office, are submitted through the Balady platform, then reviewed technically, the fees are paid, and the building permit is issued. Some activities require prior approvals from bodies such as the Civil Defence or other competent authorities.
The Authorities Involved
The most prominent are the Eastern Province Municipality / the competent local authority, the Civil Defence for fire and safety requirements, and the Saudi Council of Engineers for accrediting the office and the drawings. Coordination among them is what extends or shortens the timeline.
